Header builder translation issues back again

All caching plugins and themes speed optimization is disabled.
When I translate product search…, it gets translated and saved. Then I go and translate shopping cart, it gets translated but product search… is untranslated and so on.
But page preview still shows correctly.
And if I look up WPML string translations, then it shows [theme_mods_suutervis]search_placeholder_et-desktop as translated and correctly as well.

UPDATE:

As admin, I’m using english as the backend Language.

Test admin user was set to use Site Default language, which is estonian.

And I tried it out. If admins language is Site Default, there is no problem. If the admins language is set to english the problem exists.
