Having some issues with the site not saving correctly.

So we are setting up a new store and for some reason, we can not get the footer to match what we are setting. No matter what we do the background, text color, or padding will not stay. We are also having issues with the dividers we put and them not staying the color we are setting and they just keep going back to grey.
