GDPR Banner not displaying correctly when using black semi-transparent,

When i change the background color to black semi transparent and save changes, on the devices it shows as a white box with no text showing just the button is viable, is this a bug as i cant get this to display correctly?

Could you, please record a video of the problem?
Upload the video on a filesharing service, for example – https://wetransfer.com/ , and provide us with the URL.

Please provide us with URL of your site and temporary wp-admin access, so we can check your settings.
To provide wp-admin access, you can create a new user account with administrator role via the Dashboard, and provide us with the username and password via the Private Content area.

All resolved turned out to be a cache problem all working fine now
