For some reason the menu in the mobile and the desktop behave the same

i don’t understand the problem that is very weird the menu look the same if normal menu shows in the desktop will show the same in the mobile and if the sandwich icon apair in the mobile will see the same in desktop they switch when i clear the cash
i tried to disable cache plugin and wpml and more but still the same issue
i disabled wpml cuz in english version looks okey
