Have you tried to disable all 3rd-party plugins?

The short descriptions are placed on each entry and can not be seen.

I do not know why it gives you an error 403 when I log in with that username and password.

Hello,

Looks that your server has the limit for other countries and allows to check your Dashboard only if we use Spain VPN.

You are using the very old version of the WooPress theme – 2.8 (current version on ThemeForest is 4.4) and post excerpt option work only with more tag only https://en.support.wordpress.com/more-tag/

So, either use more tag to split content http://prntscr.com/k70gfy or update the theme and all the included plugins to the latest version and then you’ll we able to set excerpt length via ThemeOptions http://prntscr.com/k70gvv
