I just found a bug, and tested in both Royal themed sites I manage.
When you create a coupon with 100% discount + box “Check this box if the coupon grants free shipping.” when you use at checkout it hides the “I’ve read and accept the terms & conditions *” check box and disable the REMOVE coupon button.
To replicate the bug, follow this steps:
1 – Create a coupon with PERCENTAGE DISCOUNT 100
2 – Check the box “Check this box if the coupon grants free shipping.”
3 – Be sure that you have a FREE SHIPPING METHOD enabled for coupons
4 – Add product to cart
5 – Checkout
6 – Apply coupon code
7 – try to check the box “I’ve read and accept the terms & conditions *” OR remove the code.
NOTE: this only happens on checkout, if you add the code in the CART page, you can remove it.
