  Hello,

  In the “checkout editor” configure that my billing_city is drop-down (1) and in the checkout it appears as text (2).

  Also, I would like to know if there is the possibility that when selecting my “Region”, the options in the “Commune” field are only those that belong to that region.
  I use a plugin to show the communes of my country.

  Hello,

  Checkout page is the default WooCommerce page and we don’t have any extra options for this in our theme. So if you want to improve it either contact the third-party plugin author that you use to edit fields or WooCommerce support https://wordpress.org/support/plugin/woocommerce/
