Cannot see background image of a section on frontend

    Hi there
    when i am signed in i cann see the image of the background of a section at home page.
    When I am not signed in the background image cannot be seen
    Please advice

    I have added 2 url images
    one without signed in and on sogned in

    also in the prive area is the signed credentials
