Cannot Change The Border Colour of the Colomn and Row

Hi, I have faced a problem that after I change border color of the row or column to the color I want at their design options, For example,
Border color: Black
Border style: solid
Border radius: 1 px
After I have save change and click back to design options of that row or column, it remain back to have no any changes…But the background color have changes…How can I solve the problem?

It can ady, thank you!
I have also meet a problem now, for the Tab button, about the size for the button, when I change to grey colour, it size look moderate, but when I change to the colour except from grey, the size of the button will become very big, how can I solve this problem?
