The theme can be deactivated by you in the next way – https://prnt.sc/v1anbd
According to the ThemeForest license policy, you can use 1 license for 1 project only (dev site, production site, localhost but the same project!)
https://themeforest.net/licenses/standard In case you are working on different projects you need to purchase more licenses.
