Can not edit Footer, but the header can be edited

When I try to edit my header I can shift-click to edit it; however, when I hover over my footer it tells me to shift-click to edit and nothing happens. I can’t find any way to edit my footer. Please help.

1. Navigate to Appearance
2. Select Widgets
3. Choose Footer Widgets 1, 2, 3, 4
