  I have used the theme for one website. I need to use it again for another website without doing the whole work again. Is there is any way to duplicate the current WordPress website and write just the new license for the new purchase without downloading the theme file?

  You may try Duplicator plugin to move the site from one domain to another one. then deactivate an old license – https://gyazo.com/50344c991c4a786a95f9144b6e9d0971 and activate new one.
