Building a header for my website what i choose from another website as they use the same theme.

Hello support,
I hope all are well today. I want a build a header like the given screenshot. As I am very new for building a website therefore, I need the support very well and i hope you will do that.
Can you give me the step by step process to create the same header i liked from a website https://www.beagleycopperman.com/ .
Note : please remember the header header is transparent and become white on hover.
if there is a possibility to copy the header that would be very nice for me also, but you have to provide the proper instructions.
I hope you will kind enough to solve and my problem.

Go to XStore builders > Header builder with Elementor > edit template or create a new one.

Custom CSS code can be used to change the background color on hover, for example – https://prnt.sc/TFEysjtqFgPR

selector:hover div { background-color: white !important; }
