1) You need to enable registration in the settings of WooCommerce plugin. WooCommerce > Settings > Accounts & Privacy > Account creation settings and Registration privacy policy

Hello,

What actions did you do before options were reset? Did you change theme folder name or switched between themes or reset options?
You can do the backup of theme options using Theme Options > Import/Export > download the export file. You’ll be able to import it to get options back once you reset it.

Hello,

You are welcome.
If nobody touches anything and DB was not reset options could not just disappear. Anyway, do the backup and you’ll be able to restore options.
