This is related to theme settings.
Each theme has separate customization options.

I Like to change the site font to: Open Sans Hebrew,

Example
font-family: ‘Open Sans Hebrew’, sans-serif;
It will be easier if I had the font on Appearance-Customize
just to put : http://fonts.googleapis.com/earlyaccess/opensanshebrew.css
