Why can’t I use the same key after putting it in a project that failed and want to use my theme I bought for another project since I deactivated the key in the previous project

You can activate it now.
Please note that according to the ThemeForest license policy, you can use 1 license for 1 project only (dev site, production site, localhost but the same project) – https://themeforest.net/licenses/terms/regular

I was forced to use another theme because of the delay and the inconveniences I think may be on a next project will like to activate it there.

Can I use my license key on another project once it is deactivate on a previous project?.

1 license = 1 project. To be able to use the theme for another project, you need to deactivate it and delete all files from the previous one.
