How to create a sticky rolling banner under the menu and responsive (above the menu on phone )

Hi,

I would like to create a banner like the picture i sent you.
I would like it to be sticky under the menu on laptop and above the menu in mobile responsive.

Hi 8Theme,

I followed your explaination and html code and it works great.

Please, could you tell me how to make it disappeared in all checkout process pages ( checkout, paiement, order ) ?

Via the Header Builder, you can create a few templates and set them for different pages, for example – https://prnt.sc/OnflP2fjCATS
