HELLO
In the order page the customer phone number is not required, in appearance => personalization, I chose fields phone required.
The phone field is still not required

Hello,

Go to Appearance > Themes > enable default theme and check if you have this issue with our theme only or also with the default theme. Let me know about results.

Have you cleared CDN cache?
Do you use additional plugins that can affect the work of WooCommerce settings?
