In order to troubleshoot the issue you are experiencing, we suggest that you first try disabling all third-party plugins (including cache plugins) that are not bundled with XStore. Additionally, please clear the cache of your browser and check again. It is possible that one of the additional plugins is causing problem.
The only situation where you may face such behavior of Cookie notice is when an incognito browser window is used, but there is no solution for it, because of the specific work of an incognito browser window https://support.google.com/chrome/answer/9845881?hl=en#zippy=%2Chow-incognito-mode-protects-your-privacy “Browsing in Incognito mode means your activity data isn’t saved on your device, or to a Google Account you’re not signed into.”
