Thank you for contacting us and for using XStore.
1/ There is no option to disable the scrolling script, but you can disable “Advanced Layout” option in Theme Options >> WooCommerce >> Cart/Checkout Layout and check how it works then.
2/ Please check how it works when the “Advanced Layout” is disabled.
