Hello,
Create a static block with the desired content (enable WPBakery for static blocks – https://xstore.helpscoutdocs.com/article/47-static-blocks ) , then add the Newsletter element into header content via Theme Options > Header Builder. If you want to show the Newsletter on Home page only, go to Header Builder > Multiple headers > add new custom header and set it for the front page only.
