By default, there is n such feature, you can contact support of WooCommerce, maybe they will suggest you an additional plugin.
Also, check our XStore > Sales Booster > Request a quote, you can add static block with the desired content into “Popup content” area. Try to add contact form in the static block content, the Contact Form 7 plugin has https://contactform7.com/special-mail-tags/ [_url] — This tag is replaced by the URL of the page in which the contact form is placed.
