Hello,
It looks that TranslatePress plugin does not support Minify option of the W3 Total Cache plugin. If I set it to Manual https://prnt.sc/213fqcr it works. It does not work with the Auto and no matter what theme is enabled. You can enable default WP theme and check.
So, contact plugin author and ask to fix this issue.
