Hello,
As I can see, you are using CDN it can be the reason why unlogged users see other content. Try to clear the CDN cache and check the Footer then.
Also, try to disable all the third-party plugins, that do not come bundled with XStore https://xstore.helpscoutdocs.com/article/36-included-plugins , clear cache of the browser, and check how it works then.
